The program “Photovoltaics for Businesses” is expected to launch soon – Subsidies of up to €15 million for 3,000 companies – Eligibility criteria.
After many announcements, the “Photovoltaics for Businesses” program is launching, aiming to support companies through the installation of self-generation systems, with or without battery storage. Through this program, it is estimated that the beneficiary company, via the production of the photovoltaic system, will be able to reduce electricity consumption from the grid by at least 35%. The program will have a budget of €160 million, from which more than 3,000 businesses across the country are expected to benefit. It is important to note that a distribution of the total budget has been предусмотрed, so that companies of all sizes can benefit.
Indicatively:
- €60 million for very small and small businesses.
- €60 million for SMEs.
- €40 million for large enterprises.
Managing Authority of the program
The responsible authority for the program is the Ministry of Environment and Energy, whose responsibilities include the design of the relevant procedures, the inclusion of beneficiaries, as well as conducting systematic and sample checks to ensure compliance with the terms and conditions of the scheme. The implementing body is TAIPED, specifically its Strategic Contracts Unit. Among other responsibilities, the Fund will handle the submission of funding applications, as well as their evaluation and assessment. In addition, it will be responsible for reviewing any objections that may be submitted, as well as recommending the issuance of decisions on project completion.
with or without battery storage
The “Photovoltaics for Businesses” program will cover subsidies for both “simple” photovoltaic systems (without batteries) and solar systems combined with storage units. In both cases, however, these systems will not be connected to the grid or the transmission system (zero feed-in). This essentially means that all generated energy will be used exclusively to cover the energy needs of the businesses. In the case of a “simple” photovoltaic system, the “green” kilowatt-hours must be consumed immediately (simultaneity), while systems equipped with a battery will allow energy production to be stored in order to meet the company’s electricity needs throughout the 24-hour period.
The subsidy rates
To be eligible, a system must not exceed 2 MW in capacity. In cases where the system includes a battery, it must have a minimum installed capacity of one hour, and the maximum eligible storage capacity that will be funded is set at two hours.
The subsidy rate for the installation of the photovoltaic system will amount to:
- Up to 20%, with a funding cap of €110,000 per MW in the case of a simple system.
- Up to 40%, with a funding cap of €160,000 per MW in the case of a system with a battery.
The total aid amount cannot exceed €15 million per beneficiary.
Evaluation criteria
The successful applicants of the program will be selected based on 3 criteria with weighting factors:
- the extent to which energy expenses burden the company’s operating costs for which participation in the program is requested.
- the amount of funding requested by each company, compared to the total cost of the investment (based on standard costs).
- the amount of funding requested by the applicant, compared to the reduction in energy bills achieved through the installation of the photovoltaic system (and storage unit).
When will the program start?
At present, the program is ready to launch, with the first stage being the publication of the official Guide (which has not yet been released), so that interested parties can prepare for the submission of applications. Immediately after, a Ministerial Decision will follow that will officially “activate” the program, thereby marking the start of the application submission period.
