As of Tuesday 02/05/2023, the application submission platform for the “Solar Panels on the Roof” program has opened.
According to the official decision, the application submission start date is set for May 2, 2023. Beneficiaries who wish to participate in the program must submit a financing application exclusively through the appropriate online platform of DEDDIE via its web portal. https://pvstegi.gov.gr.
In its relevant announcement, the Ministry of Environment and Energy (YPEN) states:
“The ability of thousands of households and farmers to produce the electricity they need and save money is made possible through the ‘Photovoltaics on the Roof’ program (Government Gazette 2903/B/02-05-2023), with a total budget of €238 million, the platform of which will be available from 14:00 onwards today, Tuesday 2 May.”
Eligible beneficiaries of the Program are households and farmers, who will be able to install their own small photovoltaic system, in combination with an energy storage system (battery). The subsidy for the photovoltaic system starts from 45% and reaches up to 75% for households. The corresponding percentages for farmers range from 40% to 60%, while the total subsidy for a photovoltaic system with a battery can reach up to €16,000 for households and €10,000 for farmers.
At the same time, a special 10% bonus is provided for people with disabilities, spouses and dependents of people with disabilities, as well as single-parent, three-child, and large families.
The submission of applications, as well as their approval, is carried out immediately, quickly, and automatically, without inconvenience or complex bureaucracy, through the HEDNO electronic platform and the use of TAXISNET credentials.
The application system will remain open until available funds are exhausted, with a final deadline of the end of June 2024.
Each natural person may submit only one application, for a single residence, either primary or secondary, which has an active household electricity supply.
Farmers may submit more than one application, depending on the number of agricultural electricity supply connections they have, as well as one application for their residence.
The total budget of the Program is €238 million, derived from resources of the Recovery and Resilience Facility, and is allocated as follows:
- Special provision is made for vulnerable households, and exclusively for them, €45 million is allocated (Category A).
- Exclusively for citizens with an individual income <= €20,000 or family income <= 40,000€: €100 million is allocated (Category B)
- Exclusively for citizens with an individual income > 20,000€or family income > 40,000€: €63 million is allocated (Category C)
- Exclusively for professional farmers and farmers under the special regime: €30 million is allocated (Category D)
A basic requirement for submitting an application is that the applicant must have already signed a Connection Agreement with HEDNO, but the photovoltaic station must not yet have been connected.
This station may be installed on the roof or rooftop of a building (including canopies, terraces, façades, shading structures, and pergolas), in auxiliary areas of the building or agricultural land (e.g., storage facilities and parking areas), or on the ground.
The aim of the program is to cover up to the full cost of the battery and the development and installation expenses of the photovoltaic system. For the first two categories, the battery subsidy is 100%, while for the third and fourth categories it is 90%.
Households are required to install a photovoltaic system with a battery, while farmers are given the option to choose whether to install a photovoltaic system with or without a battery.
The maximum installed capacity of the photovoltaic system eligible for subsidy is set at 10.8 kW. Similarly, for the battery, the maximum subsidized capacity is set at 10.8 kWh.
