Deadline for the “Photovoltaics on the Roof” program is until May 15.

Apr 11, 2024

At 23:57 on Saturday 6/4, the controversial draft law of the Ministry of Environment and Energy (Ministry of Environment and Energy (Greece)) was uploaded to opengov for public consultation, while on Monday morning 8/4 it was published in the Government Gazette (ΦΕΚ).

The “Photovoltaics on the Roof” program is expected to be completed faster than anticipated, as its discontinuation was moved earlier by the Ministry of Environment and Energy (Ministry of Environment and Energy (Greece)), with the application deadline for subsidy submissions now set for May 15 (the original deadline was 30/06/2024).
Specifically, on the morning of Monday 8/4, Government Gazette (FEK 2173B/8.4.2024) was published, according to which applications for the program can be submitted by interested parties until Wednesday, May 15, 2024.
In practice, this means (at least based on current data) the end of the existing self-generation model for households, which from May 16 will no longer be able to submit applications for new systems under the Net-Metering scheme.
In this way, the draft law limits Net-Metering application to only a few consumer categories (e.g., for farmers it will continue to apply for photovoltaic systems up to 30 kW), excluding however the majority (households, businesses, and energy communities), and promotes a new scheme of simultaneous self-consumption called Net-Billing, where excess energy is sold.

At this point, it is worth noting the number of households that have proceeded with the installation of a photovoltaic system. Specifically, since the launch of the program and up to today, approximately 12,000 applications have been submitted by consumers.
In fact, even in recent periods—when statements from the political leadership of the Ministry of Environment and Energy (Ministry of Environment and Energy (Greece)) indicated both the early termination of the “Photovoltaics on the Roof” program and the end of Net-Metering for households—many consumers rushed to take advantage of the remaining time window.
It is indicative that, in order to benefit from the current scheme, around 200 connection applications per day are now being submitted for new residential self-consumption photovoltaic systems—either with subsidy or without.
